A steel wool is good for getting that mill scale or light rust off the mild steel axle so it will slide into the bearing. Avoid the emery cloth, as you may make the axle too loose - it should take a little force to get the bearing on.

This is another reason I am only using the set screws to hold the right side axle in place. After a week, the bearings will need to be removed using a hammer as a small bit of corrosion builds up on the mild steel axle. If you were to paint the axle, it would never move.

After your DW is put together, a dab of lock-tight arounf the bearing edges will be as good as any set screw. On corners, the force tries to push the axle into the bike, not pull it out, since the wheel on the outside of the corner takes most of the load.
