The BB on the Wolf is fully adjustable, and the idler under the seat will deal with any slack. I have moved mine several inches in both directions for different riders without any problem, or chain resizing. The seat cannot be made to move easily since this would require moving the steering head and all linkage - too much work.
If you are 6 feet tall and want a child to ride the Wolf, then you will need to fiddle with the chain length, but for most adjustments, there will be no problem. Yes, the Wolf will adjust for a 4 foot tall rider, but they may have an issue seeing over the handlebars!
So the answer to your question is - yes indeed it is highly adjustable without having to remove chain links.
