I dont see why not, you might want to legnthan the frame and use the heavyist wheels yo could find. you could run with the wheel base as is but the riders might have to ride sitting backwards.:D

I think it would make a perfect cab base. The 48 hole 20 inch rear wheels will make it stronger then most production pedicabs, and offer a lot of hill climbing ability.
Making the rear wider is an easy mod.
