I am thinking of lowering the rear of the frame to the same height as the rear hub. I am also tossing around the idea of installing a 26 inch wheel in the front, which will raise the front of the frame. Any comments on this?

Why not just build a Marauder? Its a lowered Meridian (Well the Meridian is a raised Marauder) and as for the 26" front I thought about that too, but decided not to do that until I get more building experience.

Lowering it may give me a small advantage, I like the look also. I do not like the idea going through town with my butt 4 inches from the ground, its a visibility thing.

The 26" in the front for rolling resistance.

It could certainly be done. You will have to install a drive side chain pulley, though. The 26 inch front wheel may put the head tube in your line of vision, so check this with a mock up first.
