I found a CHEAP BMX bike...

Looking at it, do I really need to cut that nice pretty downtube off the headtube, grind it clean, and then weld ANOTHER one back on?

The downtube looks kind of beefy already...

As long as the tubing is ok after you grind away the top tube, it should be fine. With the other two angled tubes at the front of the frame, the setup should be just fine.
