Brad,

Is there any reason that 20mm disc hubs couldn't be used on the SF? Would it only require drilling a larger hole in the axle mounting tab, or would something else have to be changed?

I'm not Brad, but I can tell you that 20 mm hubs would be a good choice. I used Bitex 20 mm hubs on my street fox, and for axles I welded inexpensive 20 mm bolts from the hardware store directly to the steer tubes:

To fasten the hubs, I just slipped them on to the bolts, then threaded on Nylock nuts. I marked the bolts at the top of the nuts, then removed the nuts and hubs. I cut the excess threads off. When I put the hubs and nuts back on, the ends of the axle bolts were flush with the tops of the nuts. Since they are locking nuts I didn't need to worry about details like left hand vs. right hand threads on the axle bolts.

That's what I would have said, thanks Locutus.
You can also use smaller diameter bolts and add a sleeve, like I did on the Warrior.
