Default Pedal Axle for wheels hack?

I've been working on a 1 wheel trailer, so was googling for various trailer ideas.

I came across this site....

The author says... "The trailer wheels are 16” or 20” rear wheels with the axles replaced by pedal axles"

I took apart a pedal in the garage tonight, and tried to fit it into a 16" wheel with no success, but then I came into the house and re-reading showed that he used rear wheels.

I'll work on my research further, and report in. Has anyone heard of this idea before?
